 EX-SERVICEMEN RE-EMPLOYED AS POSTAL ASSISTANTS/SORTING ASSISTANTS – APPLICABILITY OF PARA 16(2) OF CCS (FIXATION OF PAY OF RE-EMPLOYED PENSIONERS) ORDERS, 1986: DEPARTMENT OF POSTS ORDER 20.01.2026  F. No. 02-61/2024 – PAP Ministry of Communications Department of Posts Establishment Division [P.A.P. Section] ******* Dak Bhawan, Sansad Marg, New Delhi-110001 Dated:20.01.2026 To All Heads of Circles, Subject: Applicability of Para 16(2) of CCS (Fixation of Pay of Re-employed Pensioners) Orders, 1986 to Ex-servicemen re-employed as Postal Assistants/Sorting Assistants – reg. Sir/Madam, The attention of all Circles is invited to this office letter of even number dated 22.04.2025 (copy enclosed), whereby Circles were advised to maintain status quo in respect of extending the benefit of Para 16(2) of the CCS (Fixation of Pay of Re-employed Pensioners) Orders, 1986 to ex-servicemen re-employed as Postal Assistants / Sorting Assistants, pending clarification from the Department of Personnel & Training (DoPT). 2. The matter was again taken up with DoPT, the nodal Department. DoPT has reiterated that while the provisions of Para 16(2) of the aforesaid Orders are explicit, the posts of Postal Assistant / Sorting Assistant are not mentioned therein. DoPT has further advised that the Department of Posts may take an administrative decision in the matter, keeping in view the extant instructions. 3. Accordingly, the issue has been examined in detail, with the following observations: 3.1 Relevant provisions of DoPT O.M. dated 31.07.1986 Paras 4 and 5 of the DoPT O.M. dated 31.07.1986 relate to fixation of pay of ex-servicemen re-employed in posts other than clerks / storemen. Para 16(2) of the said Orders specifically applies to re-employment of ex-servicemen in clerical / storekeeper posts. It is also evident that the posts of Postal Assistant / Sorting Assistant are not mentioned in Para 16(2), as has already been clarified by DoPT. 3.2 Cadre distinction and historical position A comparison of pay scales across successive Central Pay Commissions, as shown below, clearly establishes that Postal Assistants / Sorting Assistants have consistently been placed in higher pay scales than 1/208369/2026 02-61/2024-PAP Lower Division Clerks / Junior Clerks (now designated as Junior Secretarial Assistants): CPC Postal Assistant / Sorting Assistant Lower Division Clerk/Junior Clerk (Now called as JSA) 3rd CPC 260-8-300-EB-8-340-10-360-12-420-EB-12-480 210-4-250-EB-5-270 4th CPC 975-25-1150-EB-30-1660 950-20-1150-EB-25-1400 5th CPC 4000-100-6000 Rs.3050-75-3950-80-4590 6th CPC Pay Band-I (Rs. 5200- 20200) with GP of Rs.2400 PB-1 (5200-20200) with GP of Rs.1900 7th CPC Level-4 ₹25,500 – ₹81,100 Level-2 (19,900- 63,200)   Further, up to the 4th CPC, the minimum educational qualification prescribed for LDCs was Matriculation, whereas it was Intermediate (10+2) for Postal Assistants / Sorting Assistants. The 5th CPC additionally mandated knowledge of computers for PA/SA. At present, the prescribed qualification for PA/SA is Graduation, while for JSAs it remains 10+2. The relevant observations of the 5th CPC in this respect is mentioned as under for reference: 3.3“62.11 The operative category at the clerical level enters as Postal Assistants, presently in the scale of pay of Rs.975-1660 (erroneously written as 1540), with minimum qualifications at entry being matriculation with added value for every additional academic qualification. This category has two-time bound promotions to the level of Rs.1400-2300 and Rs.1600-2660, on completion of 16 and 26 years service, respectively. They will now be required to possess 10+2 standard qualifications with knowledge of typing and computers. The modernization programme launched by the Department itself requires extensive use of computers and modern instruments hitherto not in vogue. In their joint memorandum, the demand of the Postal Federations for better pay scales in view of the arduous duties combined with raising of qualifications and the need for improvement in the efficiency of postal services, justifies higher pay scales at entry. We recommend that Postal Assistants at entry may be placed in the scale of pay of Rs.1320-2040.” 3.3 Historical comparison with similarly placed cadres and change in nomenclature (i) DG Posts Letter No. 2-68/61-P&A(P) dated 10.09.1965 dealt with fixation of pay of ex-combatant clerks retired / released from the Armed Forces on re-employment as clerks in the P&T Department in the pay scale of Rs.110-240 (3rd CPC). The relevant portion reads as under: 1/208369/2026 02-61/2024-PAP “…The President is pleased to decide that the provisions of the Ministry of Finance O.M. No. F.6(8)-E.III/63 dated 11.04.1965 shall also be applicable to clerks in the scale of pay of Rs.110-240.“ (ii) Vide Directorate Letter No. 7-13/6-PE-I dated 05.09.1979, the designations of various Group ‘C’ and ‘D’ cadres in the Postal Department were revised. The designation of Time Scale Clerks / Time Scale Sorters was changed to Postal Assistants / Sorting Assistants without any change in pay scale, duties, or responsibilities. (iii) DOPT O.M. No. 16/3/85-Estt. (Pay-l) dated 11.05.1987, issued pursuant to a decision of the National JCM, extended similar pay-fixation benefits to ex-combatant clerks released from the Armed Forces and re-employed as Telegraphists / Telephone Operators in the then Department of Posts & Telecommunications in the pay scale of Rs.260-480 (3rd CPC), revised to Rs.975-1660 (4th CPC). This pay scale was identical to that of Postal Assistants / Sorting Assistants at the relevant time. However, it is noteworthy that despite identical pay scales, the said benefit was not extended to Postal Assistants / Sorting Assistants. 4. Keeping in view the above facts and the historical differences in recruitment channels, different pay scales, prescribed qualifications, and nature of duties between PAs/SAs and LDCs (now JSAs), the DoPT order of 1987 that covers only Telegraphists /Telephone Operators and not the PAS/SAs and the fact that Para 16(2) of the CCS (Fixation of Pay of Re-employed Pensioners) Orders, 1986, does not explicitly cover PA/SA, it has been decided that the benefit of pay fixation under Para 16(2) of the CCS (Fixation of Pay of Re-employed Pensioners) Orders, 1986 cannot be extended to ex-servicemen re-employed as Postal Assistants/Sorting Assistants in the Department of Posts. 5. In cases where the benefit has already been extended to ex-servicemen re-employed as PA/SA, no recovery shall be made. However, their pay shall be re-fixed in accordance with Paras 4 and 5 of the DoPT O.M. dated 31.07.1986, after issuing a show-cause notice and disposing of their representation by a reasoned and speaking order. Waiver of recovery, in such cases may be considered on a case-to-case basis in terms of DOPT O.M. No 18/03/2015-Estt. (Pay-l) dated 02.03.2016 read with O.M. No. dated 01(14)/2016-E.II(A) (Part-III) dated 01.04.2024.  DEPARTMENT OF POSTS AND FLIPKART SIGN AGREEMENT FOR LAST MILE PARCEL DELIVERY SERVICES ACROSS INDIA Posted On: 22 MAY 2026 5:42PM by PIB Delhi In a major step towards strengthening India’s e-commerce logistics ecosystem and enhancing last mile delivery capabilities across the country, the Department of Posts (DoP), Ministry of Communications and Flipkart India Private Limited have signed an Agreement for Last Mile Parcel Delivery Services. The Agreement was signed today in New Delhi by Shri Neeraj Kumar Jha, General Manager, Parcel Directorate, Department of Posts, and Shri Harvinder Kapur, Director - Commercial, Flipkart India Private Limited, in the presence of Shri Adnan Ahmed- Chief General Manager, Parcel and CCS Directorate, Department of Posts, Shri Dippy Vankani- Director (Corporate Affairs), Flipkart India Private Limited and senior officials from both organizations.  PRESS NEWS (PIB) MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES & PENSIONS 49th MEETING OF NATIONAL COUNCIL (JCM) HELD UNDER THE CHAIRMANSHIP OF CABINET SECRETARY Posted On: 11 MAY 2026 8:17PM by PIB Delhi The 49th meeting of the National Council of the Joint Consultative Machinery (JCM) was held today at 3:00 PM in the Conference Hall, Seva Teerth, under the Chairmanship of the Cabinet Secretary. The meeting was attended by Shri Raghavaiah, Leader of the Staff Side, and Shri Shiv Gopal Mishra, Secretary of the Staff Side, along with 28 other representatives of the Staff Side. The Official Side was represented by Secretaries and senior officials from key Ministries and Departments, including the Secretary (Personnel) and Secretary, Department of Expenditure. At the outset, the Chairman welcomed all participants and congratulated the members, particularly the Staff Side, on the completion of 60 glorious years of the JCM Scheme. He noted that the Scheme, introduced in 1966, is celebrating its Diamond Jubilee year in 2026. Highlighting the importance of the JCM framework, the Chairman stated that since its inception, the Joint Consultative Machinery has played a pivotal role in institutionalising dialogue and consultation between the Government and its employees. A total of 48 meetings of the National Council (JCM) have been held so far. It was further noted that meetings of the National Council are conducted under the Chairmanship of the Cabinet Secretary in the presence of representatives from both the Staff Side and Official Side, as envisaged under the Scheme. The 48th meeting of the National Council was held on June 26, 2021, following which three meetings of the Standing Committee were also convened. In addition, Departmental Council meetings continue to be held at the Ministry level to deliberate upon matters concerning employee welfare and service conditions. The Chairman observed that continuous deliberations under the JCM mechanism have helped resolve several issues and grievances of employees, leading to revisions in various instructions and guidelines in their interest. During the 49th meeting, 24 agenda items submitted by the Staff Side were discussed in detail. Healthy and constructive deliberations took place on each item, with both sides making sincere efforts to arrive at amicable solutions in the interest of employees. Several issues are already under active consideration of the concerned Ministries and Departments. The meeting reaffirmed the Government’s commitment to maintaining a constructive consultative mechanism and promoting employee welfare through sustained dialogue and cooperation. NKR/AK/AV (Release ID: 2260005)

 ALL INDIA SERVICES (IMPLEMENTATION OF NATIONAL PENSION SYSTEM) RULES, 2026 – NOTIFICATION NO. G.S.R. 307(E) DATED 22.04.2026 MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS (Department of Personnel and Training) NOTIFICATION New Delhi, the 22nd April, 2026 G.S.R. 307(E).—In exercise of the powers conferred by sub-section (1) of section 3 of the All India Services Act, 1951 (61 of 1951), the Central Government, after consultation with the Government of the States concerned, hereby makes the following rules regulating the method of implementation of the National Pension System, namely:- 1. Short title and commencement. – (1) These rules may be called the All India Services (Implementation of National Pension System) Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application. – These rules shall apply to the members of All India Services appointed to the service on or after the 1st day of January, 2004: Provided that these rules shall not apply to the members of service to whom All India Services (Death-cum-Retirement Benefits) Rules, 1958 apply in accordance with any special or general order passed by the Central Government. 3. Definitions. – (1) In these rules, unless the context otherwise requires, – (a) “Accounts Officer” means an officer or any other designated authority who is entrusted with the responsibility of registration and generation of Permanent Retirement Account Number (PRAN) to the new subscriber under National Pension System, or an officer who maintains the accounts of a Ministry, Department or office of the Central Government or State Government or Union territory and includes an Accountant General, who is entrusted with the functions of maintaining the accounts or part of accounts of the Central Government or State Government or Union territory; (b) “Accredited Bank” in relation to a Ministry or Department or Union territory or State Government means the Reserve Bank of India constituted under the Reserve Bank of India Act, 1934 (2 of 1934) or any bank which is appointed to transact business of the Government pertaining to that Ministry or Department or Union territory or State Government and is officially recognised for transfer of funds to the Trustee Bank; (c) “Accumulated Pension Corpus” means the monetary value of the pension investments accumulated in the Individual Pension Account of a subscriber under the National Pension System; (d) “Annuity” means periodic payment by the Annuity Service Provider to the subscriber on purchase of annuity plan out of the Accumulated Pension Corpus; (e) “Annuity Service Provider” means a life insurance company registered and regulated by the Insurance Regulatory and Development Authority and empanelled by the Authority for providing Annuity services to the subscribers of the National Pension System; (f) “Authority” means the Pension Fund Regulatory and Development Authority established under sub-section (1) of section 3 of the Pension Fund Regulatory and Development Authority Act, 2013 (23 of 2013) and includes interim Pension Fund Regulatory and Development Authority set up by the Central Government through Resolutions; (g) “Central Recordkeeping Agency” means an agency registered under section 27 of Pension Fund Regulatory and Development Authority Act, 2013 to perform the functions of recordkeeping, accounting, administration and customer service for subscribers to schemes; (h) “Emoluments” means emoluments as specified in rule 5; (i) “Foreign Service” means service in which a member of service receives his pay with the sanction of the Government from any source other than the Consolidated Fund of India or the Consolidated Fund of a State or the Consolidated Fund of a Union territory; (j) “Government” means (i) in the case of a member of service serving in connection with the affairs of a State, or who is deputed for service in any company, association or body of individuals whether incorporated or not, which is wholly or substantially owned or controlled by the Government of a State, or in a local authority set up by an Act of the State, the Government of that State; (ii) in any other case, the Central Government; (k) “Individual Pension Account” means an account of a subscriber, executed by a contract setting out the terms and conditions under the National Pension System; (l) “Local Fund administered by Government” means the fund administered by a body which, by law or rule having the force of law, comes under the control of the Government and over whose expenditure the Government retains complete and direct control; (m) “National Pension System” means the contributory pension system referred to in section 20 of the Pension Fund Regulatory and Development Authority Act, 2013 whereby contributions from a subscriber are collected and accumulated in an Individual Pension Account using a system of points of presence, a Central Recordkeeping Agency and pension funds as may be specified by regulations by Pension Fund Regulatory and Development Authority; (n) “Pension fund” means an intermediary which has been granted a certificate of registration under sub-section (3) of section 27 of the Pension Fund Regulatory and Development Authority Act, 2013 by the Authority as a pension fund for receiving contributions, accumulating them and making payments to the subscriber in the manner as may be specified by regulations; (o) “Permanent Retirement Account Number” means a unique identification number allotted to each subscriber by the Central Recordkeeping Agency; (p) “Subscriber” means a member of service who subscribes to a scheme of a Pension fund; (q) “Trustee Bank” means a banking company as defined in the Banking Regulation Act, 1949 (10 of 1949). (2) Words and expressions used herein and not defined but defined in the All India Services Act, 1951, Fundamental Rules, 1922, the All India Services (Death-cum-Retirement Benefits) Rules, 1958, the Central Civil Services (Pension) Rules, 2021, the Pension Fund Regulatory and Development Authority Act, 2013 or the regulations made under the Pension Fund Regulatory and Development Authority Act, 2013 have the same meanings respectively assigned to them in those Acts or rules or regulations. The 8th Central Pay Commission has extended the deadline for submitting memoranda to May 31 2026. This is a deal for Central Government employees and pensioners. They now have time to give their suggestions and ideas about pay scales, allowances and benefits. The 8th Central Pay Commission made this decision because the Staff Side of the National Council asked them to. Some organizations and unions were having trouble with the website. Could not submit their ideas on time. The 8th Central Pay Commission wants to make sure everyone has a chance to give their feedback. So, who can submit a memorandum?  * Central Government Employees, including those who work in industries and those who do not. * People who work in the Defence Forces and All India Services. * Officers of the Supreme Court and High Courts. * Employees of the Indian Audit and Accounts Department. * People who work in Union Territories. * Members of bodies except, for the RBI. *. Pensioner Associations. * Service Associations, Unions and representatives of Ministries and Departments. If you want to submit a memorandum you need to follow some rules. The deadline is May 31 2026. You must use the format on the website. You can only submit online through the link. Do not send copies, PDFs, emails or letters. It is very important that follow these rules. This extension is a chance for employees to make sure their voices are heard. Do not wait until the minute to submit your memorandum. We all know that technical problems can happen when we least expect them. The 8th Central Pay Commission is giving you time to submit your ideas so make sure you use it.
